Moderatorthink the front panel has the control and the other panel is just a power supply and switching
check for blown caps and check for door switch for operation in case it needs that to work

most of these faults are down to blocked ducts with lint causing slow air flow

Moderatorwith mine the oven seemed to be doing nothing but you could hear the odd click from the board while it energised the grill element for about 5 secs at a time.
after about 2 or 3 mins of this the oven kicks into life
have you tried grill setting to prove board can energise an element

Moderatorone that fooled me a while ago starts as follows
you set the oven to fan oven and nothing seems to happen. the board makes the odd click every now and then and you can feel slight heat from the grill element
whats going on is the board is carrying out tests on the probe to make sure its working before it starts the oven. if the board senses the slight rise in temp from the grill element then it will start the oven properly. when I did it i was trying with the door off after having fitted a new fan motor and if i had put the door on and waited it would have worked ok. That was a hotpoint oven. cant say if yours is the same
as for the F4 it can be a probe fault, A bad connection or the board.
but check if the board need programming before you purchase as a lot of Hotpoint boards doDave

Moderatorwater flow does not make that noise. it can raise in pitch but that sounds like something rubbing
try starting a programme and as it starts to make the noise turn off the water tap
bet the noise carries on proving it cant be water flow from the tapDave

Moderatorok model is Cetc502b and its a slot in cooker
not sure what he means by selective switches. normally these units either have 6 position switches or continuously variable units that were called simmerstats. A lot of modern stuff now uses touch controls which is different again
ok your description is a but woolly. Can you describe the fault more fully
do the rings get hot at all?
if you set them to max does it glow red ?

Moderatorwell if you are sure the drain is connected and clear and you are sure water is getting to the machine and the water flow is high enough
try resetting programme by holding off button till its off then turn on again
if it does not work
then its faulty , send it back

significant lights are the end light and the start light which should be light 3 and 4
that gives you fault 12 which is
COMMUNICATION error between main board and displaybet you its broken wires at the bottom of the door
