The start light flashing, means the inner lid is not locked, so could be a problem with the associated switch or catch

I have had a similar fault on a dryer of this type , it turned out to be a loose/dirty plug in type connector on to the board..
Pull them off in turn, and check them before reconnection, maybe this will rectify your fault

Glad you found the problem, i was going to suggest it was a problem with the valve in the water feed!

Is there any arcing from the one brush that is making the noise, or any electrical burning smell?
If not i would think it will disapear over a few washes..
