its most likely the board or to be more specific one of those blue blocks ( capacitors). one of them acts as the power supply to the whole board most likley the one on the right of the picture. i may be wrong as i can get a good look at the top and bottom of the board

dont know the whole story with these but
the heater will be the 2 red wires. bit worried about your resistance reading as with 18 ohms and a 230v supply give you a current of 12.7 amps which is too high. the other wires should feed the motor which is a 3 phase unit and may well work on 100 volts i dont know
double check the heater continuity if ok its something elseDave

this is the gen element for your cooker. i find the copy units are not as good these days so its worth paying a bit extra
the screws holding the element go in from the rear of the cooker so as you say you will need it pulled out

never assume unless you have checked.
had a house cross polarity from the meter years ago. that mean every circuit was protected by a 60 amp fuse as all the fuses were in the neutral

no its not
since they are in series the current through the circuit is controlled by the component drawing the smallest current. in this case it is the fan. I dont know the wattage of the fan but suppose its something like 10 to 15 watts. this would mean the max output the defrost heater could dissipate is 15 watts but since its resistance is a lot lower it probably under 7 watts

that the heater relay so the wires will carry 6 to 8 amps. will be the wires burnt out
from the look of the board you have 2 option
1 new board
2 solder 2 short peices of heavy wire ( heavy enough to take 15 amps to be sure.) solder these wires directly to the relay contactsthen cut the old wires back to clean wire and joint them safely off the board to the new pieces

its hard to say but yes sort of. it sounds loke a board power supply problem. ie it has not got enough power to supply all the components and the board crashes, then recovers. hence the flashing
some boards can be repaired and look up QER and see if they can check your board

looking up a leisure zenith cooker i get a poss element 262900098 for the grill
but cant confirm and cant be certain
need the product code number beginning 7
